LNG & FSRU Technical Advisory

Deep FSRU expertise
for complex projects.

Twenty-five years in LNG. Fifteen FSRU, one FLNG, and ten maritime engagements across four continents. Independent advisory for owners, operators, terminal developers, and financiers navigating the commercial and technical realities of floating regasification.

Captain Tommy J. Dahl

A Master Mariner by training and an FSRU specialist by choice. I've spent the last eighteen years working on floating storage and regasification units — newbuilds and conversions, greenfield terminals and LNG carrier retrofits, commercial structuring and technical delivery.

Based in Cork, Ireland, currently engaged as FSRU Lead on a national LNG infrastructure programme. Previously based in Singapore supporting a major Asian FSRU terminal project, with earlier work across Bangladesh, Qatar, and the Philippines.

Independent consulting work runs under FSRU Advice Consulting. I help owners, operators, terminal developers, and financiers navigate the intersection of technical feasibility and commercial reality — the parts of FSRU projects that don't fit neatly inside any single engineering or legal discipline.

The case for a specialist over a large consultancy

FSRU-only focus

Large consultancies cover the full energy spectrum — pipelines, terminals, offshore platforms, hydrogen. FSRU Advice Consulting does one thing: floating storage and regasification. The depth that comes from doing only this work is not replicable from a generalist team assembled project by project.

No competing interests

Independent advisory means no FSRU supplier relationships, no equipment vendor affiliations, no panel agreements with law firms or EPCs. The advice you receive is not shaped by who else is in the room. That independence is particularly valuable at the moment of concept selection and commercial negotiation.

Technical depth where it counts

The decisions that determine project outcome are rarely commercial or legal in isolation — they sit at the intersection of process safety, class requirements, contractual obligation, and operational reality. Twenty-five years of hands-on FSRU delivery means that intersection is familiar ground, not a collaboration exercise between specialist sub-teams.

Accountability without overhead

One senior practitioner on your project, start to finish. No junior staff learning on your budget, no account management layer between you and the person doing the work. Engagement structures are flexible — retainer, time and materials, or fixed scope — sized to what the project actually needs.

Short courses & workshops

Structured training for project teams, new entrants, financiers, and government counterparties who need practical LNG and FSRU literacy — not a textbook overview.

Foundations

Introduction to LNG & FSRUs

LNG fundamentals, the FSRU value chain, project development sequence, key commercial and technical risks. Half-day or full-day format. Suitable for financiers, government counterparties, and new entrants.

Commercial

FSRU Time Charter Party — structure and negotiation

How a TCP is structured, what the key clauses mean commercially and operationally, where risk allocation typically sits, and what to look for in a first review. Half-day workshop.

Technical

Commissioning & performance testing

How to structure a performance test regime, what class surveyors expect, how performance guarantees interact with TCP obligations, and how to manage the acceptance period. Half-day workshop.

Safety

Process safety for FSRU projects

HAZOP, HAZID, LOPA, SIL, and HIPPS in the FSRU context. How the studies interrelate, what outputs are needed for class and regulatory approval, and how to manage the facilitation process. Half-day workshop.

All courses can be tailored to your project context and team. Delivered in-person or remotely. Enquire about availability →
